RDC XI SeComs Endorse P15.6 B Projects for Davao Region for 2009
The five sectoral committees of the Regional Development Council (RDC) XI, the highest policy making body of Davao Region, recently endorsed P15.6 B worth of development projects for implementation in the region in 2009. The bulk of proposed public investments for 2009 will be for nationally-funded road projects (P4.5B), power supply development (P3 B), ports development (P1.4 B), and hospital services and medical laboratory improvement (P1.4B).
RDC XI Vice-Chair and NEDA XI Regional Director Nicasio Angelo J. Agustin revealed that these endorsed projects, which will comprise the Davao Region’s Annual Investment Plan (AIP) for 2009, were proposed by national government agencies (NGAs), state universities and colleges (SUCs) and government-owned and controlled corporations (GOCCs) in the region for funding by the national government and Official Development Assistance.
Agustin also disclosed that the AIP for 2009 will form part of the Updated Regional Development Investment Program for 2008-2010, which contains all public investments that are expected to help the region achieve its goals and objectives as contained in its updated Regional Development Plan for the same period.
The recommended project proposals aim to support the region’s push for economic growth and thrust of the Super Region strategy for an Agri-business Mindanao. These projects are expected to increase job creation, improve physical planning and sustainable management of the environment, improve infrastructure and logistics support, enforce social development and directly reducing poverty, and promote good governance.
By sector, the proposed projects are broken down as follows: infrastructure (P10.6 B), social (P3.7 B), economics (P828 M), and governance (P4.25 M). DPWH proposed the largest project allocation at P5.6 B. The other agencies with project proposals worth P1B and above are the Transmission Corporation (P3 B), Philippine Ports Authority (P1.4 B), Department of Health (P1.4B), and Department of Education (P1.3 B).
In terms of spatial distribution, regionwide projects amount to P4.6 M. Davao City is expected to get P4.2 B, followed by Davao del Norte with P2.1 B. Davao del Sur and Davao Oriental will receive an almost even share at almost P2 B and P1.8 B, respectively. Compostela Valley will be allocated almost P1 B.
Agustin said that these proposed projects will also serve as one of the basis in the preparation of the budget proposals of NGAs, SUCCs and GOCCs for 2009.
