RDC XI Executive Committee Endorses the 2009 AIP of Davao Region and Davao Food Terminal Complex

The Executive Committee of the Regional Development Council XI endorsed the programs and projects proposed by 30 regional line agencies and state universities and colleges for implementation in the region next year. These proposals amount to more than P15 billion, with infrastructure projects covering the biggest chunk reaching a total investment cost of more than P11 billion pesos. This was bared by RDC XI Vice-Chair and NEDA XI Regional Director Nicasio Angelo J. Agustin after the ExCom’s meeting held Thursday, April 10, 2008, at Waterfront Insular Hotel.

The RDC XI Vice-Chair said that the proposed programs and projects are packaged as the 2009 Annual Investment Program (AIP) of Davao Region. He added that the proposals will be funded by the national government and/or foreign donors. He also explained that this investment list does not make up the agencies’ actual budget proposals but will be the main basis for the national agencies and SUCs in firming up the allocable portion of their respective budget proposals for 2009. The preparation and review of regional budget proposals for 2009 are expected to be undertaken anytime later this month and in May.

Agustin disclosed that the RDC XI ExCom also approved the project concept of a Food Terminal Complex proposed to be located in Daliao, Toril, Davao City and in Tagum City, Davao del Norte. The Davao Food Terminal Complex in Toril aims to provide leverage for the agricultural produce in Davao Region and those coming in from neighboring regions in Mindanao by serving as consolidation, processing, packaging, storage, and distribution center. The Tagum Food Terminal Complex will be the smaller version of the Davao Complex and will initially serve the vegetable farmers in the neighboring areas of Tagum City and Davao del Norte.

Further, he said that two other resolutions were passed by the RDC XI ExCom. These are for the creation of an independent oversight committee that will assess the financial viability of the Davao del Norte Electric Cooperative and a direct request to the Office of the President for the status on the completion of the Maramag-Kibawe Transmission Line which was earlier requested by the Federation of Chambers of Commerce and Industry in Davao Region.

Finally, Agustin gladly noted that all 15 members personally attended or sent their respective representatives to the meeting. The RDC XI ExCom is headed by Mr. Vicente Lao of the private sector. Its members are the chairpersons of RDC’s sectoral committees, local chief executives of the region’s 4 provinces and the city of Davao, and 3 private sector representatives. NEDA XI Assistant Regional Director Bonifacio G. Uy serves as the ExCom’s Secretary.
