RDC XI Endorses 2009 Budget Proposals of NGAs and SUCs of Davao Region
The Regional Development Council (RDC) XI, the highest planning and policy coordinating body in Davao Region, endorsed the 2009 Budget Proposals of national government agencies (NGAs) and state universities and colleges (SUCs) of Davao Region during a special meeting last Thursday, May 22, 2008, at the Waterfront Insular Hotel, Davao City.
RDC XI Vice-Chairperson and NEDA XI Regional Director Nicasio Angelo J. Agustin disclosed that 11 NGAs and 5 SUCs that included the University of the Philippines-Mindanao presented their budget proposals for 2009 to RDC XI for the Council’s endorsement to the agencies’ central offices, the Commission on Higher Education (CHED) Central Office (for the SUCs), the UP System (for UP-Mindanao). These budget proposals will be subsequently endorsed to the Philippine Congress for consideration.
Director Agustin informed that the national agencies that presented their budget proposals include DPWH, PPA, NIA, DA, DENR, DOST, DepEd, DOH, DSWD, TESDA, NHA, and the 5 SUCs (USeP, DOSCST, DNSC, SPAMAST and UP-Mindanao).
Director Agustin also bared that the total amount of the 2009 budget proposals reached PhP11.55 billion. DPWH proposed the largest budget at PhP6.34 billion, accounting more than 50 percent of the total amount of the budget proposals. DepEd followed with its proposed budget of PhP1.2 billion or roughly 10 percent of the entire proposed budget endorsed by RDC XI.
He added that in terms of sectoral distribution, RDC XI endorsed PhP7.2 billion budget proposal of infrastructure agencies (63%), PhP3.9 billion proposed by social sector agencies including the SUCs (34%), and PhP461 million proposed by economic sector agencies (3%).
Director Agustin clarified that the 2009 budget proposals endorsed by RDC XI is not the total amount of proposed national government investments in the region as there are other agencies who failed to submit their proposals in time for the RDC XI Consultation.
He shared that the RDC XI special meeting on the 2009 budget proposals was called in line with the provision of the National Budget Memorandum No. 101 issued by the Department of Budget and Management in relation to the 2009 National Budget preparation, which directed RDCs to coordinate the conduct of consultations with NGAs, SUCs, and LGUs to reconcile and confirm program thrusts and priorities of national agencies in the region and to ensure that they complement LGU programs and projects. RDC XI is also mandated by Executive Order No. 325 that reorganized the RDCs to review and endorse to the national government the annual budgets of agency regional offices, SUCs and special development authorities.
