Implementing Partners Sign MOA on Davao Region’s Virtual Library

Davao Region’s local government units, regional line agencies, private sector and Congressional representatives have signed a Memorandum of Agreement (MoA) to formally set up a web-based geographic information system (GIS) that will provide up-to-date resource information about Davao Region and its localities and environs.
The mechanism, known as the Davao Region Geographic Information Network (DR-GIN) is a web-based GIS or virtual library that provides geo-referenced information on the region’s bio-geophysical, demographic and socioeconomic characteristics, as well as business and investment prospects.
Signatories of the MoA were local chief executives of the region’s provinces and cities, regional directors and office heads of DOST, DA, DepEd, CHED, BAS, DENR, DOF-BLGF, DOH, DILG, DOLE, DSWD, DTI, NSCB, TESDA, DPWH, DOT, DOTC, NIA, NSO, TELOF, NCC, NEDA, private sector representatives from the academe and ICT sectors, as well as the region’s Congressional representatives.
The agreement officially forged their collaborative partnership to provide technical expertise and financial assistance and to undertake the pooling of information technology resources for possible linkages and utilization in the regional GIS.
According to NEDA XI Director Maria Lourdes Lim, who serves as DR-GIN chairperson, the overarching goal of the DR-GIN is to promote local and regional development through information sharing. This will aid local government units and agencies in the generation of information for more effective planning, policy formulation and basic service delivery.
“This is also expected to facilitate the promotion of the region’s localities for trade, investment and tourism and cater to the needs of the private sector for business planning and research,” she said.
The signing ceremony took place on June 23, 2009 at the NEDA-RDC XI Convention Center in Davao City during the RDC XI Advisory Committee meeting. This was attended by the region’s Congressional representatives and Executive Committee members headed by RDC XI Chairman Vicente T. Lao. Secretary Jesus Dureza, Presidential Consultant Madeline Marfori also witnessed the event and gave their commitment to support the project.
DR-GIN is a special project of the RDC XI. As the primary institution that sets the direction of the region’s socioeconomic development, RDC XI shall oversee the implementation of the project estimated to cost about P5 million.
