About RDC XI
LEGAL MANDATE
Section 14, Article X of the 1987 Constitution provides that the President shall create regional development councils (RDCs) and other similar bodies composed of local government officials, regional heads of departments and other government offices and representatives from non-government organizations within the regions for purposes of administrative decentralization to strengthen the autonomy of the units therein and to accelerate the economic and social growth and development of the units in the region.
As mandated in Executive Order 325, series of 1996, the Regional Development Council shall be the primary institution which shall set the direction of economic and social development of the region and through which regional efforts shall be coordinated. The Council is furthermore designed to be an effective institution in the region responsible for ensuring sustainable, participatory and equitable development.
RDC FUNCTIONS
The RDC has the following functions:
1. Coordinate the preparation, implementation, monitoring and evaluation of short and long-term regional development plans and investment programs, regional physical framework plan and special development plans, including the formulation of policy recommendations;
2. Integrate approved development plans of provinces and cities, line agencies, state universities and colleges, government owned and controlled corporations and special development authorities in the region into the regional development plan;
3. Review, prioritize, and endorse to the national government the annual and multi-year sectoral investment programs of the region for funding and implementation;
4. Review and endorse to the national government the annual budgets of agency regional offices, state colleges and universities and special development authorities;
5. Promote and direct the inflow and allocation of private investments in the region to support regional development objectives, policies and strategies;
6. Review and endorse national plans, programs and projects proposed for implementation in the regions;
7. As required by the Investment Coordinating Committee (ICC), review and endorse projects of national government agencies that have impact on the region and projects of LGUs in the region requiring national government financial exposure which may come in the form of guarantees, national government budget appropriations or subsidies, among others;
8. Initiate and coordinate the development, funding and implementation of regional and special development projects such as those involving several agencies or LGUs;
9. Coordinate the monitoring and evaluation of development projects undertaken by government agencies, local government units, state colleges and universities, government-owned and/or controlled corporations and special development authorities in the region; and
10. Perform other related functions and activities as may be necessary to promote and sustain the socio-economic development of the region.
RDC MEMBERSHIP
The RDC is composed of the following members:
1. All provincial governors, city mayors, mayors of municipalities designated as provincial capitals, and mayor of municipality designated as regional center;
2. All presidents of the provincial league of mayors;
3. Regional Directors of agencies represented in the National Economic and Development Authority Board (NEDA, DA, DBM, DENR, DOF, HUDCC, DOE, DOLE, DPWH, DOST, DTI, DOTC, DOT, BSP) and the Regional Directors of the DepEd, DSWD, DOH, DILG, DAR, TESDA, and CHED.
4. Private Sector Representatives (PSRs) who shall comprise one-fourth of the fully constituted council; and
5. SPECIAL NON-VOTING MEMBERS (SNVMS). Any member of the RDC may nominate an individual or an organization, coming from either the public or private sector, to be an SNVM, provided that the individual nominee must be a Filipino citizen of legal age, not otherwise disqualified by law, with proven track record in his area of specialization in the region, and must be willing and able to participate in all RDC activities.
OFFICERS
The RDC has the following officers:
- Chairperson
- Co-Chairperson
- Vice-Chairperson
- Secretary
The Chairperson and Co-Chairperson who are appointed by the President, shall jointly head the Council. The NEDA Regional Director shall be the ex-officio Vice-Chairperson and the NEDA Assistant Regional Director, the ex-officio Secretary of the Council.
TERM OF OFFICE OF RDC CHAIR, CO-CHAIR, PSRs AND SNVMs
The Chairperson, Co-Chairperson, PSRs and SNVMs shall serve for a fixed term of three years coinciding with the regular term of local elective officials. This prescribed term of office is without prejudice to reappointment.

RDC COMMITTEES
Executive Committee (ExCom). The ExCom shall act on matters that require immediate attention for and on behalf of the RDC when it is not in session.
Sectoral Committees (SeComs). To assist the RDC in the performance of its functions, the Council shall create sectoral committees to handle social, economic, infrastructure and development administration concerns whose composition shall be determined by the Council. They shall review and endorse matters pertaining to their respective sectors to the RDC ExCom and/or the RDC full council.
In the Davao Region, the following are the five (5) sectoral committees created by the RDC XI:
- Social Development Committee
- Economic Development Committee
- Infrastructure Development Committee
- Development Administration Committee
- Macroeconomy and Finance Committee
Ad Hoc Committees. The RDC may create ad-hoc committees which it deems necessary based on its own specific requirements/needs.
Advisory Committee (AdCom). The RDC shall create an advisory committee to advise, assist and support the Council in discharging its functions. The composition of the Advisory Committee shall include the Members of the House of Representatives representing the provinces and districts of the region who shall signify their intention to join, and the members of the ExCom.
COUNCIL MEETINGS AND QUORUM
The RDC shall meet as often as may be necessary but not less than once every quarter.
The Council shall adopt its own rules in constituting a quorum.
In the absence of a quorum, the Council members present may discuss the items in the agenda and make recommendations thereon to the Council for its next meeting.
TECHNICAL STAFF AND SECRETARIAT OF THE COUNCIL
The NEDA Regional Office shall serve as the principal technical staff and secretariat of the Council, the ExCom, the AdCom and the SeComs in the region.
The NEDA Regional Director, as head of the RDC Secretariat, shall manage the technical, administrative and financial operations of the Council and shall be accountable for the funds and properties of the RDC.
