DAVAO REGION HOSTS THE 3RD RDC-PSRs NATIONAL CONFERENCE
With the theme “The RDC Beyond 2010: Strengthening the Role of the Private Sector,” Davao Region will be hosting the 3rd Regional Development Council (RDC) Private Sector Representatives (PSRs) National Conference slated on 11-13 February 2010 at the Waterfront Insular Hotel, Davao City.
The conduct of the RDC-PSRs National Conference provides a venue for the PSRs to exchange views, particularly on their role in the RDC. This year’s conference is aimed at inspiring and motivating the PSRs to carry on with their vital role of being the private sector’s mouthpieces in the RDCs and the government’s partner in regional development.
RDC XI RECOGNIZES DAVAO REGION’S OUTSTANDING VOLUNTEERS

Davao Region’s Most Outstanding Volunteer Individual, Mrs. Irene M. Ang and Most Outstanding Volunteer Organization, the Barangay Service Point Officers (BSPO) Association of Davao del Sur, Inc, were awarded in a simple ceremony during the Regional Development Council (RDC) XI’s regular meeting on December 15, 2009 at the NEDA-RDC XI Center, Davao City. The awarding ceremony was one of the major highlights of the Council’s meeting.
No less than RDC XI Chairperson Vicente T. Lao and RDC XI Vice-Chairperson and NEDA XI Regional Director Maria Lourdes D. Lim handed the awards to Mrs. Ang and to the incumbent President of BSPO, Ms. Ignacia Diel.
Chinese Economic Envoy Explores Investment Prospects in the Davao Region for Seaweeds, Vegetables and Equipment Manufacturing
The Economic Consul of China was in the Davao Region this week to explore possible investment opportunities that will lead to potential business partnerships between the local businessmen and Chinese investors.
Cai Yong, Economic and Trade Consul of the Consulate-General of the People’s Republic of China in Cebu, arrived last Wednesday together with Consular Attaché Wenwen Pang to look at potential business opportunities in the Davao Region.
Davao Region’s Outstanding Volunteers Named
Director Maria Lourdes D. Lim, Regional Director of the National Economic and Development Authority (NEDA) – XI, recently announced Davao Region’s official nominees to the National Search for Outstanding Volunteers (SOV) 2009.
Mrs. Irene M. Ang of the Pantukan Chamber of Commerce and Industry in Compostela Valley Province and the Barangay Service Point Officers (BSPO) Association of Davao del Sur, Inc. were named as Davao Region’s Official Nominees to the SOV 2009 Individual and Organization categories, respectively.

The Regional Development Council (RDC) XI hosted the 9th meeting of the NEDA Board-Regional Development Committee (NB-RDCom) at the Waterfront Insular Hotel, Lanang, Davao City on October 14, 2009. 01C-Deputy Director General Marcelina E. Bacani of the NEDA’s Regional Development Office presided over the meeting. This was bared by NEDA XI Regional Director and RDC XI Vice-Chairperson Maria Lourdes D. Lim, who also sits in the NB-RDCom Technical Board.
The main agenda of the meeting included a discussion on proposed amendments on Executive Order No. 325, series of 1996, which reorganized the RDC, the procedure in the reclamation projects, and the proposal to lower the cost of power in all energy-producing regions. OIC-DDG Bacani said that among the proposed amendments on EO 325 are the composition and powers/functions of RDC, its sectoral committees, selection and succession of RDC Chair and Co-Chair, entitlements of Private Sector Representatives to RDC, and the Council’s budget.
Search for the Country’s Outstanding Volunteers On
The Philippine National Volunteer Service Coordinating Agency (PNVSCA) recently launched the Search for Outstanding Volunteers (SOV) 2009. The SOV is an annual activity which aims to highlight and recognize the exemplary performance and dedication to service of Filipino volunteers in building strong communities across the country through volunteerism.
The Search is open to all individuals of Filipino citizenship and Filipino volunteer organizations or local chapters of foreign volunteer organizations that currently provide volunteer assistance in the Philippines.
Two awards, the National Outstanding Volunteer Award (NOVA) and the Volunteer Lifetime Achievement Award (VLAA), will be conferred to the winners on December 12, 2009 in Manila.
OVER P17 BILLION OF PUBLIC INVESTMENTS PROPOSED FOR DAVAO REGION

The Regional Development Council (RDC) XI endorsed over P17 billion worth of public investments to the National Government during its review of the FY 2010 budget proposals of at least 19 Agency Regional Offices and 5 State Universities and Colleges on May 19-20, 2009. This figure comprises priority regional programs and projects that are proposed for funding by the National Government, for implementation in 2010. RDC XI Chair Vicente T. Lao said that the regional budget review is vital in ensuring that programs and projects included in the agency/SUC budget proposals respond to the requirements of the region and thus contribute to the achievement of Davao Region’s development targets.
RDC XI approves P27.3 billion worth of investment projects for 2010
The Regional Development Council (RDC) XI, in its first quarter meeting on March 26, approved the region’s proposed Annual Investment Program (AIP) for 2010. The AIP contains more than P27 billion worth of public investment programs and projects for the Davao Region. This was revealed by RDC XI Vice Chairperson and NEDA XI Regional Director Maria Lourdes D. Lim.
The infrastructure sector accounted for the largest share of the investment pie at P16.7 billion or 61 percent. The Department of Public Works and Highways and the Department of Energy were the top agencies in this sector. The economic sector followed with P5.1 billion or 19 percent with the Department of Agriculture proposing P3.5 billion. The social sector, on the other hand, accounted for P4.6 billion, while governance agencies submitted P0.9 billion worth of programs and projects. By project location, Davao City is expected to receive 33 percent of the investments programs.
RDC XI Reviews Davao Region’s Economic Performance and Supports the Formulation of the Philippine and Davao Region Strategic Plans 2020
The Regional Development Council (RDC) XI reviewed the Davao Region’s economic performance during the first 3 quarters of 2008 and endorsed the formulation of the Philippine Strategic Plan 2020, including a similar plan for the Davao Region, during its last regular meeting of the year on Thursday, December 18, 2008 at the NEDA-RDC XI Center in Davao City. The meeting was presided by RDC XI Chair Vicente T. Lao of the private sector. Gov. Corazon Malanyaon of Davao Oriental; representatives of the business and basic sectors, namely, Engr. Eriberto Barriga, Jr. of the IT sector, Dr. Iris Melliza of the academe, Mr. Louis Rabat of the grains sector, Atty. Domingo Duerme of the coops, Mr. Nazario Cacayan of the energy sector, Datu Florillo Andresan of the indigenous peoples, Ms. Alma Mondragon of the women sector, Mr. Jessie Pagaran of the labor sector, and Mr. Conrado Sillada of the urban poor; regional directors of national agencies, and representatives of other local government units attended the meeting.
RDC XI has a new Vice-Chairperson

The RDC XI has a new Vice-Chairperson in the person of RD MARIA LOURDES D. LIM, vice RD Nicasio Angelo J. Agustin who has retired from government service on October 17, 2008.
RD Lim was recently designated as the new NEDA XI Regional Director. Thus, the RDC XI Secretariat will now be under RD Lim’s leadership. Prior to her assignment in Davao Region, RD Lim headed NEDA Region XII.
