OVER P17 BILLION OF PUBLIC INVESTMENTS PROPOSED FOR DAVAO REGION

The Regional Development Council (RDC) XI endorsed over P17 billion worth of public investments to the National Government during its review of the FY 2010 budget proposals of at least 19 Agency Regional Offices and 5 State Universities and Colleges on May 19-20, 2009. This figure comprises priority regional programs and projects that are proposed for funding by the National Government, for implementation in 2010. RDC XI Chair Vicente T. Lao said that the regional budget review is vital in ensuring that programs and projects included in the agency/SUC budget proposals respond to the requirements of the region and thus contribute to the achievement of Davao Region’s development targets.
RDC XI approves P27.3 billion worth of investment projects for 2010
The Regional Development Council (RDC) XI, in its first quarter meeting on March 26, approved the region’s proposed Annual Investment Program (AIP) for 2010. The AIP contains more than P27 billion worth of public investment programs and projects for the Davao Region. This was revealed by RDC XI Vice Chairperson and NEDA XI Regional Director Maria Lourdes D. Lim.
The infrastructure sector accounted for the largest share of the investment pie at P16.7 billion or 61 percent. The Department of Public Works and Highways and the Department of Energy were the top agencies in this sector. The economic sector followed with P5.1 billion or 19 percent with the Department of Agriculture proposing P3.5 billion. The social sector, on the other hand, accounted for P4.6 billion, while governance agencies submitted P0.9 billion worth of programs and projects. By project location, Davao City is expected to receive 33 percent of the investments programs.
RDC XI Reviews Davao Region’s Economic Performance and Supports the Formulation of the Philippine and Davao Region Strategic Plans 2020
The Regional Development Council (RDC) XI reviewed the Davao Region’s economic performance during the first 3 quarters of 2008 and endorsed the formulation of the Philippine Strategic Plan 2020, including a similar plan for the Davao Region, during its last regular meeting of the year on Thursday, December 18, 2008 at the NEDA-RDC XI Center in Davao City. The meeting was presided by RDC XI Chair Vicente T. Lao of the private sector. Gov. Corazon Malanyaon of Davao Oriental; representatives of the business and basic sectors, namely, Engr. Eriberto Barriga, Jr. of the IT sector, Dr. Iris Melliza of the academe, Mr. Louis Rabat of the grains sector, Atty. Domingo Duerme of the coops, Mr. Nazario Cacayan of the energy sector, Datu Florillo Andresan of the indigenous peoples, Ms. Alma Mondragon of the women sector, Mr. Jessie Pagaran of the labor sector, and Mr. Conrado Sillada of the urban poor; regional directors of national agencies, and representatives of other local government units attended the meeting.
RDC XI has a new Vice-Chairperson

The RDC XI has a new Vice-Chairperson in the person of RD MARIA LOURDES D. LIM, vice RD Nicasio Angelo J. Agustin who has retired from government service on October 17, 2008.
RD Lim was recently designated as the new NEDA XI Regional Director. Thus, the RDC XI Secretariat will now be under RD Lim’s leadership. Prior to her assignment in Davao Region, RD Lim headed NEDA Region XII.
Davao Region’s Economy Continues to Improve
NEDA XI Director Nicasio Angelo J. Agustin reported that the economy of the Davao Region withstood the adverse impact of a sharp rise in inflation rate and soaring oil prices during the first 6 months of 2008.
Director Agustin delivered his regional economic performance report to the Regional Development Council (RDC) XI during the Council’s 3rd regular quarterly meeting held in Nabunturan, Compostela Valley Province last October 7, 2008. The meeting was hosted by Governor Arturo T. Uy of Compostela Valley. Also present during the meeting were RDC XI Chair Vicente T. Lao; Governor Douglas Ra. Cagas of Davao del Sur, who is also the Regional Peace and Order Chair; Governor Corazon N. Malanyaon of Davao Oriental; Mayor Rey T. Uy of Tagum City; Mayor Macario Humol of Nabunturan; other local chief executives; regional directors of line agencies; and representatives of region’s private sector.
RDC XI Special Committees Tackle Land Use and Sustainable Development Issues of Barangay Kapatagan
The Regional Land Use Committee (RLUC) and the Regional Committee on Sustainable Development (RCSD), two special committees of the Regional Development Council (RDC) XI, discussed critical land use and sustainable development issues pertaining to Barangay Kapatagan, Digos City, Davao del Sur during its 4th joint meeting held Thursday, September 11, 2008, at the Grand Regal Hotel, Davao City.
RLUC XI Chair Director Nicasio Angelo J. Agustin of NEDA XI disclosed that the two committees directed concerned agencies to continue pursuing recommendations for the restoration and ecological preservation of Barangay Kapatagan. Director Agustin said that these recommendations were endorsed by Task Force Kapatagan, an ad hoc body created by RLUC and RCSD to address the adverse impact of the establishment of agricultural plantations and the growing expansion of other economic activities on the barangay’s immediate environment. Barangay Kapatagan is within the Mt. Apo Natural Park, a protected area.
RDCom-Mindanao Tackles Rice and Other Critical Issues
The Regional Development Committee (RDCom) for Mindanao of the NEDA Board convened at the Marco Polo Hotel, Davao City last August 14, 2008, to discuss critical issues and challenges of Mindanao. The Mindanao cluster is one of the 3 island clusters of NEDA-Board RDCom. The other two are for Luzon and the Visayas. This was revealed by RDC-Com Mindanao Secretary and NEDA XI Regional Director Nicasio Angelo J. Agustin who also said that the meeting was the Mindanao cluster’s 8th since it was created by virtue of Executive Order 257 issued by President Gloria Macapagal-Arroyo on December 15, 2003. He said it is also the 2nd since RDC XI Chair and Mindanao Business Council President Vicente T. Lao was elected Mindanao Representative to the RD Com in May this year.
Director Agustin said that the Committee tackled the Mindanao rice situation, the adverse implications of the Cabotage law on agricultural and industrial development of Mindanao, the long delays in the processing and issuance of the new machine-readable passports, the need to rationalize the issuance of mining permits with other regional priorities, such as forestry development, agricultural conversion, and biodiversity, and the stringent DOE guidelines in the provision of financial benefits to communities hosting power generation projects, among others.
RDC XI Pushes Fasttracking of Mineral Exploration in Davao Region
The Regional Development Council (RDC) XI, during its 2nd Quarterly Regular Meeting held July 8, 2008 at the Waterfront Insular Hotel, Davao City, passed a resolution requesting the Department of Environment and Natural Resources (DENR) to allow its Regional Office here to directly issue mineral exploration permits.
RDC XI Vice-Chair Nicasio Angelo J. Agustin, who presided the meeting, said this recommendation of the Council aims to support government’s decentralization efforts and fasttrack mineral exploration in the region. Agustin, also the NEDA XI Regional Director, clarified that this action of RDC XI was based on the proposal of the newly-organized Regional Mineral Development Council (RMDC) XI chaired by DENR XI Regional Executive Director Ricardo Calderon. The RMDC XI proposal was adopted by the Council’s Economic Development Committee.
RDC XI Endorses Conversion of the Nabunturan-Maragusan Road
The Regional Development Council (RDC) of Region XI endorsed the conversion of the Nabunturan-Maragusan Road in Compostela Valley into a national road during its 2nd Quarterly Regular Meeting recently at the Waterfront Insular Hotel, Davao City.
RDC XI Vice-Chair Nicasio Angelo J. Agustin, who presided the Council meeting, said that the road conversion was recommended by the Provincial Development Council of Compostela Valley to speed up the road’s improvement.
RDC XI Calls for More Private Sector Investments for Power Supply in Davao Region
The Regional Development Council (RDC) of Region XI is urging the private sector to invest in power supply generation in the region in the face of an expected rising power demand in the next 3 years. This call was made by RDC XI during its Second Quarterly Regular Meeting held July 8, 2008 at the Waterfront Insular Hotel, Davao City.
RDC XI Vice-Chair Nicasio Angelo J. Agustin said that the Council believes that investments coming from the private sector are needed even as government is embarking on major projects that would bring power supply from Northern Mindanao to the Davao Region.
