DAVAO CITY – Following the retirement of Prof. Rosena D. Sanchez from the Ateneo de Davao University (AdDU), the Regional Gender and Development Coordinating Committee (RGADCC) of the Regional Development Council (RDC) XI reorganized by electing its new Chairperson, Mary Lou B. Caharian, to replace Prof. Sanchez.

The membership of Prof. Sanchez in the RGADCC XI was based on her capacity as the Co-coordinator of the Ateneo Task Forum to the Mindanao Working Group on Reproductive Health, Gender and Sexuality (MWG on RHGS). While her term of office as the RGADCC XI Chairperson was yet to end by 2013, her retirement from AdDU also required dropping her commitments with the committee as she no longer represented the Ateneo Task Forum to the MWG on RHGS. Prof. Sanchez was reelected as RGADCC XI Chairperson in 2010, paving the way to her second term as head of the Committee. She was a professor of the AdDU and the head of its Social Research Office until her retirement late last year.

In recent meeting of the RGADCC XI on 3 April 2012, Ms. Caharian, who is also an advocate of women empowerment, was unanimously elected to serve as the Committee’s Chairperson for the remainder of Prof. Sanchez’ term of office that will end in June 2013. Chairperson Caharian is the president of Habagat Partnership, Networks and Initiatives for Development (HAPNID), a local NGO working with rural women in Mindanao.

In her valedictory message, Prof. Sanchez expressed her gratitude to the RGADCC XI members for the support extended to her during her stint as its chairperson. She also mentioned that she is confident that Chairperson Caharian can carry out the advocacies and efforts of the RGADCC.

The RGADCC XI is a special committee of the RDC XI tasked to coordinate gender and development (GAD) mainstreaming activities in the region, especially in the areas of development planning and policy formulation, investment programming, and project development, monitoring and evaIuation. It consists of members coming from the government’s national line agencies, non-government organizations (NGOs), the academe and local government units (LGUs) in Region XI.

RDC XI and RGADCC XI Vice-Chairperson, Director Maria Lourdes D. Lim of NEDA XI, acknowledged the significant contributions of former Chairperson Sanchez during her term for almost four years in the committee. “Prof. Sanchez’ expertise will always leave a mark in affirming our country’s commitment to the Millennium Development Goal of promoting gender equality and empowering women in the this region and with the new leadership under Chairperson Caharian, we can be assured that the Committee will continue to address GAD-related issues and concerns in Davao Region,” she added.

PROMOTING GAD. As a special committee of RDC XI tasked with coordinating gender and development (GAD) mainstreaming activities in the region, the RGADCC XI during its recent reorganizational meeting also lined-up its upcoming activities for the year.

Davao City, March 23, 2012 – The Regional Development Council XI, led by Chairperson Mayor Sara Duterte-Carpio, and the Commission on Higher Education (CHED) have forged a Memorandum of Understanding (MOU) on March 21 to jointly pursue preparatory activities leading to the formation of the Davao Regional State University System (DRSUS).

The proposed DRSUS is the amalgamation of Davao Region’s lone state university: the University of Southeastern Philippines (USeP), and three state colleges: the Davao del Norte State College (DNSC), Davao Oriental State College of Science and Technology (DOSCST) and the Southern Philippines Agribusiness and Marine and Aquatic School of Technology (SPAMAST).

Representing CHED Chairperson Patricia Licuanan in the MOU-signing was CHED Regional Office XI Director Edward Aquino, while Presidents of the region’s SUCs served as key witnesses to the milestone event. “This event is an important step for RDC XI and CHED’s partnership to pursue President Aquino’s Social Contract with the Filipino People in making education the central strategy for investing in our people, reducing poverty and building national competitiveness,” said RDC XI Vice-Chair Maria Lourdes Lim as she presented the MOU’s salient features.

Based on the MOU, the RDC XI shall coordinate multi-sectoral programs and actions aimed at aiding legislation and other preparatory activities towards the amalgamation of the region’s 4 state university and colleges. The Council shall supervise the DRSUS Special Planning Committee, which has been constituted to coordinate SUC pre-amalgamation activities.

CHED, on the other hand, shall provide the funds, as well as technical assistance for the pre-amalgamation activities and shall conduct monitoring and evaluation visits of the said activities.

In September last year, Congressman Isidro Ungab of Davao City’s 3rd district filed House Bill 5311 or an Act to Establish the Davao Regional State University System. The Department of Budget and Management also earlier disclosed that President Benigno Aquino had authorized the release of 4.2 billion pesos for activities that shall upgrade the standards of excellence of the country’s public higher education, which include regional SUC amalgamation.

The Davao Region has been chosen by CHED as pilot region for a Regional State University System.

The budget review and consultation shall be conducted by the RDC XI Full Council with the members of its Executive Committee as principal budget review panel. The RDC XI shall review the FY 2013 Budget Proposals of all concerned AROs/SUCs/SDAs.

All concerned AROs/SUCs/SDAs shall prepare and submit to the RDC XI Secretariat not later than February 10, 2012, sixty-five (65) copies of their FY 2013 Budget Proposals (MFO Budget Matrix (Form A) and Agency Performance Measures (Form B)) for inclusion in the RDC XI meeting agenda folder. The presentation materials on the FY 2013 Budget Proposals should be ready at all times in case the same will be requested. Electronic copies of the budget proposals and presentation materials shall be also furnished to the RDC XI Secretariat through nedaxi_davao@yahoo.com and edc_davao@yahoo.com.

The Regional Directors or Assistant Regional Directors/SUC Presidents or Vice-Presidents/SDA Head or Assistant Head, Planning Officers, and Budget Officers are expected to attend the RDC XI budget review and consultation. Each ARO/SUC/SDA is allowed a maximum of three (3) participants only.

All concerned AROs/SUCs/SDAs are advised to adopt the prescribed template and use PowerPoint version 2003. To save on time, the presentation shall be limited to the general classifications of PAPs, e.g., construction of roads, trainings, etc., together with their respective total costs. Specific information on programs, projects and activities in each FY 2013 Budget Proposal shall be provided in the RDC XI meeting agenda folder.
